Reprint from the Howard County Advertiser from June 17, 1886 about the order issued by Kansas City Police Department Chief Thomas Speers to ban the wearing of "Mother Hubbard" dresses in the streets. His order found unpopular with women because of their design to cool off in the hot summer weather.
