Born in Saint Charles County, Missouri in 1838 as a son of Anthony Watts and becoming a western freighter for Russell, Majors & Waddell before serving the Confederacy in the Civil War and returning to operate his father's mill in Jackson County.

Pryor located "five good flowing wells of natural gas near Dallas, Mo., and within sixteen miles of Kansas City. At that time it was stated a company was formed which proposed to develop the find with the view of building a pipe line into Kansas City."
