The city's Parks and Recreation Department started conducting random inspections of 129 of the city's parks. There were 948 reports logged in 2003 and in 829 of the cases the conditions were rated as acceptable. The Northeast area has these parks which were rated unacceptable: Budd Park, Independence Plaza Park, Lykins Square and Sheffield Park. The most improved park is Winner Park at 8400 Independence Avenue.
