The controversial bronze statue, Modern Communication, was created by Terry Allen and unveiled on September 8, 1995, in the courtyard in front of the police communications headquarters building and the Municipal Court on Locust between 12th and 11th streets. "This bronze statue depicts a businessman standing atop his briefcase with his eyes covered by his tie, his fingers in his ears, and a shoe in his mouth" (from "American Institute of Architects Guide to Kansas City Architecture and Public Art," 2000).

The controversial statue, Modern Communication by Terry Allen in front of the police communications headquarters, will be moved around the corner to make room for the police headquarters expansion. The move has the approval of the artist.
