Five Kansas City district schools are "pioneering a revolutionary standards-based system," that puts children in classes not based on age-level but on what they have learned. "Leveled" classes can see students with an age span of 2 to 2.5 years, and the children will move up to the next level once they've "hit learning targets." Garcia, King/Weeks, Faxon, Garfield, and Hartman are among the five elementary schools in Kansas City implementing this new system.

Part of the reason is that the Kansas City school district students with disabilities are spending less time in a general classroom than most special education students around the state. "Federal law directs public school districts to provide a free education to all students with disabilities in settings that place them alongside students without disabilities as much as is appropriate."
