Among his many projects, Montague worked to pass bonds funding KCI and Truman Medical Center, proposed the "City of Fountains" moniker, pushed "the passage of the public accommodations ordinance that desegregated the city's hotels and restaurants," and was regularly featured in the Kansas City Star's political cartoons in the 1960s.
