P28 Judge Elmo M. Hargrave Photograph Collection Finding Aid

The Hargrave collection of 173 black and white 8 x10 in. photographs depict scenes primarily in and around downtown Kansas City, Missouri. They were originally created to document accident sites for later use as evidence in lawsuits people had filed against the city. Hargrave recognized the intrinsic historical value of these images and received permission to save them from destruction. After his death, his close friend Joe Zenitsky contacted the Library to make arrangements for providing these photos to Library customers and to users of the World Wide Web. The bulk of the photographs date from the 1920s. Because of their original intent, they provide a unique perspective on the traditional views of streetscapes, businesses, residences, parks, and other locales.Elmo M. Hargrave was born in Kansas City in 1918. After attending Manual High School, he enlisted in the United States Army. During World War II he suffered severe injuries to his chest and throat, damaging his vocal cords. After teaching himself to speak again, he began to study the field of law to practice speaking. He had a long career as a public servant, eventually rising to the position of Municipal Judge. Judge Hargrave retired in 1983 and died 14 years later.

The highest point within the city limits of Kansas City is at 155th and Prospect Avenues--1,081 feet, according to Michael Wilson, chief of survey, engineering division, Kansas City Public Works Department. The highest point at the 12th hole of the Swope Park golf course is a mere 934 feet, and at 123rd and Wornall Road, 976 feet. All of these figures are based on the 1929 North American Datum published by the United States Coastal and Geodetic Survey. 1929 was the last year in which elevations officially were adjusted, Wilson says. A 1983 Datum using satellites for the topographical survey has not yet been released. And the lowest point? Front Street and I-35, where the elevation is 733 feet. Last question--733 feet above what? Mean sea level, a point of reference defined by the United States Coastal and Geodetic Survey at Biloxi, Mississippi.

"Grand Boulevard in downtown Kansas City was officially dedicated Grand Boulevard of the Americas on Monday with flags from 34 countries adorning light poles along the roadway." The flags of 152 countries in the Organization of American States were flying on Grand Boulevard from Crown Center to River Market. "The project was the brainchild of trade development consultant James Malouff III, who dreamed for years of Kansas City becoming a Midwestern hub for international business, trade and tourism."

Flags Are Flying on Grand

Grand Boulevard has become Grand Boulevard of the Americas and will have 152 vinyl flags flying along it that represent a tribute to the 35 nations of the Organization of American States. James M. Malouff III is the person who has initiated the project with the City Council's approval. he street name change is honorary. "The 30-inch by 6-foot national flags will appear in repeating sequences on both sides of Grand, occasionally interrupted by generic Grand Boulevard of the Americas banners."
