The author also describes efforts by whites to keep blacks out of neighborhoods and some specific neighborhoods, such as Leeds and 18th and Vine. The author finds that, before World War II, neighborhoods were much more diverse and black families spread over more of the city. 18th and Vine district is discussed, pp. 257-262
