Kansas City residents voted overwhelmingly last month to kill a $793 million light rail system in a contentious election that pitted city hall against the major chamber of commerce and some neighborhood leaders. The city-backed plan won just 40% of the vote, passing in most precincts adjacent to the 24-mile proposed route and failing just about everywhere else in the 317-square-mile city.
